This is a short order from the FCC towards a chinese restaurant owner in New Jersey, who was operating a long-range cordless phone – probably instead of real long-range walkie-talkies. Some HAM radio operators must’ve noticed (he was transmitting in their band) and filed complaints. This PDF describes what happened.
